You can grab empty bottles on the way. Keep going until you find a locked gate requiring two fuses. Head to the end of the corridor and open the drawer to get the Cherub Key.

The climax of the game takes place inside ARK, a hidden underground Umbrella facility located beneath the crater at the center of Raccoon City. This massive secret base houses archives of Umbrella’s research, a bioweapon repository, and the truth behind a mysterious project known as Elpis.
The Truth About Elpis
Zeno tells Grace that, based on Victor’s interpretation of Spencer’s incomplete research, he believes Elpis is Spencer’s ultimate weapon โ a highly contagious mind-control virus โ and that Emily is one of many clones of Grace created during experiments to transfer Spencer’s consciousness into a new body.
